Founding CEO of BATS Europe, where he led its combination with Chi-X Europe, and President of Cboe Europe following Cboe’s US$3.4 billion acquisition of BATS. Earlier roles include Managing Director and CIO at LIFFE and Managing Director, Global Technology, at Deutsche Bank.
His career has been spent building regulated markets, technology platforms and institutional trading infrastructure at international scale.
Paul brings decades of experience in natural-resource project development and finance, including structuring transactions involving the World Bank, the European Bank for Reconstruction and Development and the African Development Bank.
Having seen at first hand the retreat of capital from early-stage critical mineral discovery, he founded NRC to build a more scalable, data-led model capable of bringing institutional capital back into the market.
Around the leadership sits a deliberately compact, multidisciplinary team combining advanced data-science capability with decades of experience in geology, critical-minerals exploration, geospatial engineering, natural-resource project development and institutional markets.
The team includes PhD- and postdoctoral-level expertise in physics, engineering and data science, together with experience advising mining companies and governments and leading extractives practices within major international consultancies.
